X (Twitter) — Internal Reporting & Removal Process

Step-by-step internal workflow to report and remove defamation, harassment and privacy-violating content on X — including case IDs, re-review cycles, and legal escalation routes.

Purpose Plain internal format for PAIL® use — includes live reporting URLs, appeal processes, and an internal timetable for resolution.

A. Pre-Report Evidence Capture (Day 0)

  1. Capture URLs and permalinks (open the item, copy the share/permalink URL).
  2. Take full-frame screenshots (include handle, timestamp, and any counts). Name files with ISO date + platform + ref (e.g., 2025-11-05_X_R1.png).
  3. Save a PDF print of the page/thread where possible.
  4. Record metadata in Mapping workbook (Ref ID, URL, poster handle, date/time, alleged statements, severity).
  5. Preserve evidence: do not engage with the post; avoid tipping off the poster before capture is complete.

B. Reporting Ground (Defamation / Harassment / Privacy)

  • Defamation: False statements of fact causing serious harm (Defamation Act 2013 s.1).
  • Harassment: Course of conduct causing alarm/distress (Protection from Harassment Act 1997 s.2A).
  • Privacy / Doxxing: Posting private information, images, addresses, phone numbers (platform privacy rules).

C. Report Submission — X (Twitter)

  • In-app (preferred): Open the Post → ••• (More) → Report Post → select “It’s abusive or harmful” or “It’s misleading or harmful” → follow prompts.
  • Web forms directory (live): https://help.twitter.com/en/forms

D. Legal / Escalation Channel

E. Appeal / Re-review

If declined: reply in the case email or use the Help Center forms for re-review. Keep the Case ID in the subject line and attach additional screenshots / context.

F. Internal Timetable (Target)

  • Day 0: Capture evidence, file initial report, log Case ID.
  • Day 3: No response? Submit follow-up with Case ID and further screenshots.
  • Day 7: Draft legal notice referencing policy categories and evidential bundle.
  • Day 14: Consider injunction / NPO if unresolved and severe; preserve all logs.

G. Record-Keeping Checklist

  • Ref ID mapped to URL/screenshots
  • Case ID logged
  • Correspondence filed
  • Decision screenshot saved
  • Mapping workbook updated
